Overview: The enterprise Cyber Security Engineer, will provide information assurance and cyber security leadership and direction. Works with the IT work centers to develop risk response recommendations for the government client organization including avoidance, transference, acceptance or mitigation of security risks and vulnerabilities.
The Security Engineer provides direct support for organizing, planning, implementing and maintaining the Cyber security program of USAF. Works with work centers to ascertain their risk response decision. The candidate will have experience in reviewing information security activities including policies and procedures and presenting findings in verbal and written reports. (s)He may be responsible for, among other tasks, tracking certification and accreditation requirements for assigned systems. He works directly with government leaders, Information Assurance Managers, and Project Managers, and will coordinate, write and edit Information Assurance related documentation such as internal (agency) policy memoranda, memorandum of understanding (MOU) and memorandum of Agreement (MOA), briefings and decision papers, as required. The candidate will review and coordinate the implementation of DoD policies and procedures concerning Information Assurance. They will be actively involved in staying abreast of and informing the agency of the current government directives, instructions, guidance or policies regarding or impacting Information Assurance.
Excellent communication and presentation skills required. Must be proficient with the Microsoft Office products (Word, Excel, PowerPoint, and Outlook).

Job Description Under general direction, responsible for all activities relating to information assurance procedures and systems. Develops information systems assurance programs and control guidelines. Confers with and advises subordinates on administrative policies and procedures and resolving technical problems, priorities, and methods. Personnel working in the Plans, Policy, Doctrine, and Requirements Development area should be familiar with Microsoft Sharepoint, IT Lean process, Microsoft Project, Microsoft Visio and other program management tools. Personnel should also be prepared to lead large groups via all mediums, as well as write Tactics, Techniques and Procedures, Standard Operating Procedures. They should have technical knowledge on current and emerging technologies. They should be knowledgeable of AF C2 lines” familiar with the Latest AFDD 2-5, information Operations and Forces force Unified Commands document.. They should also be able to prepare, review, coordinate and staff AF NWO (Net D, NS, and offensive network technologies) and 24 AF related plans, policy, doctrine, instructions, and other official publications in accordance with AF and government guidelines. Personnel must be DOD 8570.1M certified at the Information Assurance Management Certification Level (lAM) Level II or greater within six (6) months of assignment to the task.

Position Title: Network Defender 

Reports to: Deputy Network Manager 

Position Overview:  

Requires Secret Clearance and 3-5 years of experience + 

Job Summary: 

The Network Defender is responsible for identifying and remediating network threats to the enterprise environments associated with the 561st Network Operations Squadron. Additionally, the Network Defender is responsible for mitigating known security postures that are less than optimal. 

  • Network Defenders oversee intrusion detection, boundary protection, and internal network monitoring and vulnerability assessment operations to defend the Air Force Network.
  • They promptly respond to internal/external threats on a 24/7 presence to deliver instant analysis of all network vulnerabilities and intrusions.
  • Network Defense controllers develop a network defense visibility display, direct time sensitive adjustments to the network security posture to minimize or counter operational risk, and collect and store the data and metrics necessary to conduct Operational Risk Management (ORM). 
  • They research and investigate current and emerging threats and provide leadership with guidance on how to mitigate those threats.
  • They also direct security measures such as identification/authentication controls and intrusion detection for the I-NOSC or sites under their control.
  • In addition, they maintain status of boundary protection configurations and advise on the utilization of tools and procedures in order to sustain information security, integrity, and availability. 
  • Enterprise Controllers oversee network availability and network management operations for the Air Force Network.  They are responsible for collecting and archiving the data necessary to conduct detailed infrastructure analysis, producing time-sensitive displays and threshold alerts, generating ad hoc queries for network assistance, and developing course of action scenarios. 
  • Enterprise controllers maintain a “watch” on network performance characteristics and infrastructure centers of gravity, and recommend adjustments. 
  • They centrally monitor available network resources ensuring efficient use and direct disaster recovery and contingency planning measures. 

QUALIFICATIONS:

– Under general direction, responsible for all activities relating to information assurance procedures and systems 

– Provides plans, policy, doctrine, and requirements support to the 24th Air Force (24 AF) and Air Force Network Warfare Operations (NWO) 

– Conducts policy assessments focused on broad and prospective emerging issues. Studies typically require special review, abstraction, and analysis of current information 

– Develops and briefs courses of action (COA) and tailored response options (TRO). Translate and codify current operations into policy 

– Researches and pilots new methods of performing plan and policy reviews to improve timeliness, reliability, and policy relevance. 

The work will be performed initially at Lackland AFB. 

Qualifications: 

 – Must have an active TS/SCI clearance 

– Must be DoD 8570 compliant: CISSP (or have the ability to quickly obtain the mandatory certification) 

– Must know AR systems, vulnerabilities, and have a technical background in information, network and systems security 

– Must have a firm grasp of DoD, Joint, and Air Force level doctrine in order to accurately provide comments, ensure AF equities are maintained, and recommend a “way-ahead” for current and future AF policy 

– Shall be familiar with 24 AF operational requirements, cyberspace roadmaps, and programs 

– Shall be familiar with Microsoft SharePoint, the IT LEAN process, Microsoft Project, and Microsoft Visio 

– Firm knowledge of intel based computer administration with Microsoft based operating systems, firm knowledge of network security, TCP/IP, DNS, FTP, HTTP, and firm knowledge of components of networks 

– Bachelor’s degree or equivalent combination of education and experience; 7 years experience

Position Title: Firewall Technician

Reports to: Lead Firewall Engineer

Position Overview:

The Firewall technician is responsible for the operations and maintenance of all firewall devices

for the 561 st Network Operations Squadron customer base. Key services maintained either

locally or remotely are: Sidewinder G2 Firewalls, Cisco Virtual Private Network devices and

BlueCoat Proxy servers.

 

Main Duties:

 

• Responsible for assisting with the establishment and development of a secure

infrastructure, based on client needs, U.S Government guidance and industry best

practices. Will operate and maintain, assist with the design modification and

documentation security configurations for applications, network devices that include:

Firewalls, Intrusion Detection Systems (IDS), Intrusion Prevention Systems (IPS) and

other equipment and software.

• Provide guidance that supports technical information system design(s), improvements,

planning and implementation. Assess current and planned information systems,

identifying security architecture or design issues, and develop solutions to meet customer

requirements and standards compliance.

• Participates in infrastructure support projects to develop, plan, and implement

specifications or standards for network and distributed system security technologies in

support of key information systems. Able to support the evaluation and acquisition of

information security tools (as requested). Participate in special projects (as required).

 

Working hours: 40 hour work week and shift flexibility is mandatory.

 

Requirements:

• Must have hands on experience working with Sidewinder and Cisco firewalls, various

IDS/IPS products, and VPNs.

• Need a solid understanding of current security practices in service provider environment.

• Strong understanding of current industry trends in network and security infrastructure.

• Must be comfortable with shell scripting.

• Candidates must possess an active DoD secret security clearance.

• Candidates must successfully pass a Drug Test.

• B.S. in Computer Science or related field, or High School graduate with 7 years of

experience supporting enterprise networks.

• Pass government issued IQT test.

• Obtain Sec + certification within 90 days of employment. 

 

Experience with the following is mandatory:

Position Title: Privacy Safeguards Specialist

Position status: Exempt

Reports to: Director of Access Information

Duties and responsibilities:

  • Provide support for reviewing and updating Federal Government’s Privacy Act issuances for publication in the Federal Register
  • Provide support for monitoring and reviewing Federal Government compliance with privacy requirements of the Federal Information Systems Management Act portion of the E-Government Act
  • Supports the development and analysis of information systems used to safeguard sensitive information
  • The contractor shall track and monitor PII breach incidents and notification responses. The contractor shall provide monthly and quarterly reports, identifying trends.
  • Plans and carries out assignments and develops new privacy database methods, approaches, and procedures for approval by the government
  • Periodically interact with management on matters concerning several functional areas including maximum availability of all information systems

 

Successful candidate MUST have:

  • Minimum of one year of Privacy Act and E-Government Act policy and procedure operational experience
  • Knowledge of statutory and regulatory requirements pertaining to the Privacy Act and the E-Government Act
  • Minimum of Bachelor’s Degree in a field pertinent to this position or a High School diploma with four years of relevant work experience

 

Desired Knowledge, Skills, and Abilities:

  • Knowledge of statutory and regulatory requirements pertaining to the Privacy Act, Federal Information Systems Management Act (FISMA), OMB Memorandum M-07-16, and the E-Government Act, including disclosure prohibitions, access and amendment provisions, and agency recordkeeping requirements
  • Experience developing and/or reviewing Privacy Act System of Records Notices (SORNs) and Privacy Impact Assessments (PIAs)
  • Clear understanding of privacy safeguard best practices, particularly in regard to eliminating unnecessary collection and use of Social Security Numbers
  • Demonstrated skills in providing written and verbal analyses and recommendations to customers or senior management based on results of candidate’s research and analysis of privacy safeguard statutes, regulations, policies, and issues
  • Experience interacting with and supporting the work of federal managers, program, and administrative support staff.  Customer-service oriented
  • Self-directed, with the ability to determine when guidance should be sought from the client
