Job Description

Incumbent is responsible for the administration of contracts and the negotiation of all proposals and contracts with our customers. The Incumbent provides advice, strategy, counsel, information and instruction to subsidiary companies with respect to contract management as it is affected by statutes, regulations, decisions of courts and administrative agencies and industry trends.

Essential Duties and Responsibities

ü      Establishes and maintains contractual relationships. In support of pre-contract activities, provides advice, strategy, counsel and information to subsidiary companies with respect to the preparation of compliant responses to solicitations, profit/fee proposals, as well as the applicability and risks related to pre-contract agreements, letters of credit, proprietary information exchange agreements, joint venture and/or teaming agreements.

ü      Directs the preparation, transmission, and monitoring of correspondence relating to contractual obligations; assures maintenance of adequate files, which accurately reflect the status and history of contract performance.

ü      Enforces approved Contract Administration policies and practices, as well as related Government regulations throughout Qivliq.

ü      Responsible for the supervision and administration of the Subsidiaries full compliance with regulations.

ü      Manages a team of Contracts professionals (1-5 persons).  Provides leadership and training to subordinates.

Required Skills

ü      Bachelor’s Degree, preferably in Business Administration.

ü      5 – 10 + years Government Contracting experience (Title shall be determined based upon years of experience).

ü      FAR, IT/Telecom industry background preferred.

ü      Comprehensive knowledge of Government regulations and directives and their relationship to contractual obligations.

ü      Extensive GSA Schedule/GWAC/MAC experience required. 

ü      Must possess the ability to interact with senior management; excellent presentation and communication skills; demonstrated leadership skills, as well as knowledge and expertise in contract negotiations. 

ü      Proven contracting and business experience in a similar business environment. 

ü      Standard business policy/practices, basic contracting regulations, techniques, concepts, and practices and applies this knowledge in proposal situations.

ü      Possess a strong understanding of contractual issues with the ability to develop successful strategies to address them during negotiations. 

ü      Ability to communicate effectively both orally and in writing.

ü      Certificate in Contract Management is desirable.


The candidate must be able to fully self-function in MS Office environment.  Knowledge of CostPoint preferred but not required.




General office environment, No special physical demands required. Some lifting and/or moving up to 10 pounds required.

Base salary range up to $110,000.00, depending on experience.
